Role and Responsibilities
To manage the Medair Water, Sanitation & Hygiene (WASH) programme in D.R. Congo and to ensure proposal objectives are met within the appropriate timescales and that the services delivered are within the overall budget and meet Medair quality standards. To manage the WASH staff and anticipate, plan, and lead in the development of new WASH project proposals.

Project Overview
Medair currently operates in three sectors in D.R. Congo, in health supporting of IDPs in Irumu and Bas & Haut Uélé, in WASH improving water, sanitation and hygiene in health centres and households and in infrastructure by rehabilitation of bridges and crossings to improve humanitarian access.

Key Activity Areas
Management• Regularly visit the work in the field to ensure quality standards are met consistently.
• Write interim and final reports for the project.
• Motivate and train the WASH staff.
• Manage the Beneficiary Outputs and other appropriate sections of the project budget.
Technical• Oversee technical design and execution of the WASH project activities.
• Ensure the work meets quality standards and budget, logframe and timing requirements.
• Ensure the quality of the construction of all water and sanitation infrastructure, ensuring good maintenance and sustainable processes are put in place.
• Develop and maintain good working relationships with the WASH cluster leads, other NGOs conducting WASH projects and other agencies working in the areas of project implementation.
Planning and Reporting• Conduct regular monitoring and evaluation assessments against project objectives.
• Lead needs assessments for new WASH projects.
Logistics• Ensure in collaboration with the logistics department that items are procured in time, at optimal cost and to the required quality standard.
• Ensure careful use, regular servicing and appropriate replacement of all WASH equipment.
Security and Safety Management• To ensure that all that is possible is done to ensure the safety of staff, beneficiaries and contractors involved in Medair WASH activities.
Qualifications• University degree in Water Technology, Hydrology or Civil Engineering
Experience / Competencies• 2 years engineer professional experience post qualification
• Preferably at least 1 year in developing country with experience in Hygiene and Health Promotion (HHP) and Sanitation in emergency settings
• Technical skills in emergency WASH interventions
• Experience in training and mentoring staff
• Experience in financial management
• Fluent French (written and spoken) desirable
• Ability to stay motivated when results are not immediately forthcoming
• Able to communicate in a constructive way even through tensions
• The ability to involve communities in a participatory manner
• Reliable, organised, good communicator

Working Conditions• Dungu is a rural town that experienced LRA attacks in 2008/9. Our base is south of the river in a secure location. Security in the town is generally good. Although social activities are limited there are several international NGOs with expat staff and a good social life is possible. Living conditions are basic.
